Evidence maps cleanly to a unit and is verifiable. Grant RPL, attach the evidence span + confidence score.

Legal prerequisite

Not a competency at all (Sarah's WWCC, First Aid currency). Flag as a mandatory, fast gap-fill.

Readiness only

Real skill that is not creditable — Ananya's ANMAC-locked clinical core. Strengthens the application, earns no credit.

Out of scope

Beyond the qualification level (Jolene's EN-level work). Re-route as a pathway signal, never as bonus credit.
